Ukraine was officially (albeit forcefully) Russian speaking country until independance in 1991 when Ukrainian was made official language. So many who live in Ukraine (especially east) are Russian and still only speak Russian. But this would be like if the US decided to have cinemas show films dubbed in Spanish too, second most popular language in US. I think it makes sense to only have one language be official. Especially for Ukraine, reestablishing cultural Identity since Soviet rule is over.

its not so much the difference. Ukrainians were pretty much prohibited from speaking their own language when Soviets ruled Ukraine. Ukrainian was not taught in the schools and books and all media was in Russian. Ukrainian was only spoken at home in private. So now that Ukraine is an independant nation again, they want to reestablish their national identity by having TV, Radio, and movies all in the Ukrainian language. There are lingering hard feelings, and rightfully so...
