For self-defence purposes, China will develop its own navy according to its annual budget.China was long time a poor country and coundn't afford to spare money on defence.In the last century, British navy vessel sailed into Chanjiang(Yangtze river) and forced China to sign Nanking agreement to sublet Hong Kong to the British for 100 years until 1997.
