According to the Word Detective, a polka dance craze in the 1890s led to the production of all sorts of tie-in products: polka hats, polka dresses, polka ties, etc. The dotted fabric used became known as polka dots. TWD doesn't say why dotted fabric became associated with polka dancing, though. He says though "Polka" is Polish for a Polish woman, the dance is Bohemian...maybe the fabric was part of a regional costume.

Sparkles! Despite that woman in the polka-dot outfit (the first one)...The later woman in red dress with yellow dots: now she's a swinger.
