yes.

this is prohibited by the Constitution as it is not specified within the Constitution, seeing as these other Nations did not sign the Constitution to be governed by our Federal Republic...so, their border are off limits to the reach of our government...period.

"Authorizing" the President to proceed with military action far differs from "Declaring" war on a nation, wait...on a religion, wait...on terror...any rate, Un Constitutional.

You seem to accept a theoretical military as long as that theoretical military does nothing. Try P.L. 107 - 243 is VERY specific and the military achieved its goal and beyond, it`s repairing what it broke thru sheer magnanimity. The PL doesn`t get anymore Constitutional.
