It's funny because he's black and disabled which means if he's an acceptable candidate he's likely to get the job over anyone else because he would fill an employment quota that companies normally have to meet...

normally a company has to have a certain percentage of disabled workers and ethnic minorities,

It's not quite accurate to say that they'd have to meet a quota. The Supreme Court has said that racial quotas are unconstitutional. But the company could get into a lot of trouble if it appears that they've been discriminating on the basis of race, or disabled status - so it's beneficial for a mostly-white company like NBC to hire a black guy in a wheelchair.

It's a joke on "affirmative action" policies in America, especially in states and cities with dominant liberal ideologies such as NYC. Sometimes also called "positive discrimination" in other countries. It's also a "while guilt" thing, a term that has mentioned many times in the series.
