Ryu is obviously talking about his master Gouken. Not Sheng Long, but Gouken. The Sheng Long theory was just a hoax. It's worth mentioning that Gouken is of Japanese decent, and Sheng Long is a Chinese name.
The two Chinese characters "昇" and "龍" are pronounced "Sheng" and "Long" in Chinese Mandarin. In Japanese language, they are pronounced "Sho" and "Ryu". The "昇(Sheng)" means "rising". The "龍(Long)" means "dragon".
So "Sheng Long (昇龍)" = "Sho Ryu" = "rising drogon", in Chinese, in Japanese, and in English.
The "Sheng Long Quan (昇龍拳)" = "Sho Ryu Ken" = "Rising Dragon Fist", in Chinese, in Japanese, and in English.
The japanese version says you must defeat my Shoryuken to stand a chance, or Dragon Punch. The translation failed because Sheng Long is the name of a mythical Dragon, and at the time, they probably meant Ryu was talking about it, instead of his move.
@JOEFIXIT79 Sheng Long is actually a mistake in translation. The original idea was "You mush defeat my dragon punch to stand a chance'. But the kanji have been read the Chinese fashion (many pronunciation by kanji). Almost every person who likes Street Fighter knows about it. ;)

Isn't that the dragon they summon in DBZ? I've seen it spelled like that before.
(In Super Turbo HD remix Ryu says "You must defeat my Shoryuken to stand a chance." So I guess it was a translation error back then or you know DBZ)
