Nonsense. Federer (and others) can. Borg had EXCESSIVE spin on the ball - his small face wood racquets were strung at 80-90 lbs.(!!!) to prevent string movement. (55-60 was the 'norm'). You should note Nadal has 'flattened' his shot repertoire to drive the ball more with LESS spin and to hit more winners.
I heard Nadal strings it pretty loose to around mid 50's. You think Rafa is strong, just think how strong Borg's shoulders and writs is to hit with 90lbs tension and hit the ball with depth.

Lower tension means increased 'contact' ie. penetration into the string bed and for a millisecond longer too, however 'spin' depends on the string itself (friction) and the motion imparting the spin - the player's stroke. Borg was quite eccentric and unique - Nobody had that equipment setup or strokes.
