Because he takes cheap shots that hurt people for months. Sean Avery a bastard, but he just makes people mad and says some inappropriate things. Cooke gives people brain damage (in the form of concussions) and delivers continuously dangerous hits despite being disciplined by the NHL many times. Avery gets banned for saying sloppy seconds. Cooke gets banned for checking/elbowing people in the head and checking from behind. Now you know.
