The belief being that, if it's known that there is a tight perimeter around the president, the likelihood of throwing off a wood be assassin is greater. For HM, it's well known the security forces are there. Look at the crowds. Do you see the police shoulder-to-shoulder? Not to mention the vehicle is armoured and (hopefully) bulletproof.
