The pearl dust is inside the brush handle. It is brushed over the stencil while the stencil is still pressed firmly to the fondant and while the fondant is still moist. If the fondant wasn't moist, the pearl dust would not stick and the fondant would crack also.
You just(press very gently (not rub) so you do not destroy the design.

We no longer carry this exact stencil but similar detailed floral stencil item numberss are 43-4516 or 43-4511.
