well, first, just keep doing the missions as usual. then you will eventually get a phone call saying that the showrrom called Wang Autos is up for sale. Buy it, then keep doing the missions as usual. then, when u complete the mission Zeroing In, Wheel Arch Angels will be unlocked.

u noe in Los Santos there's a quest called Sweet's Girl (Sweet is a guy in green clothes...the place where u start the game) after doing that quest go to Sweet again and u need to mod a lowrider..and after doing that quest....mod places are open but not all cars can be modded..so downloading cars are best deals

When you beat San Fierro and get the first mission in Las Venturas unlocked, in San Fierro thhere is a nother mission there. Go do it and it should be called Zeroing In and then you can go to wheels arch angles and u can modify the Elegy, Sultan, Jester and uranus there.
