"History" is debatable. I'd have to say that 90% of Americans say "a historical document" rather than "an historical document".
@TenPoundHammer H is not a vowel. The vowels are A, E, I, O, U, and sometimes Y. Also, I played the original arcade Gauntlet on PS2 (Midway Arcade Treasures), the announcer in that game says "That was A HEROIC effort." That proves it was read wrong.
@nintendoboy17 He was referring to words that begin with a silent consonant, in which case "an" would be appropriate since it's about the pronunciation, not the actual spelling of a word.
I don't know why he decided to point that out, though, since the instance you referred to didn't have the word succeeding "an" begin with a consonant sound.
