Some thing's you should do if you haven't already... derfag your hard drive, defrag your RAM, repair registry problems, defrag and compact your registry, clear your browsing history(ies) and cookies. All this will improve system performance. If that doesn't work, recover your system settings to an earlier date before you noticed the problem.
Yeah, I'm totally stumped with all of this compy stuff. I try to take care of it properly, but I'm rather inept. :) Once I get moved in with Rob, I'm putting him in charge of fixing computer things, lol!
From what your screen said - both your video card and memory are honestly sad for gaming on modern games. For the game you are playing - shouldn't be horrible.
Since your memory at 3.2 (really bad for memory - should be 4 or better) is a bottleneck - try to keep things like skype and other programs out of active memory.

Is this "active memory" you speak of related to the stuff in the Task Manager by chance? I know when I look at my Task Manager, there are things going on in there that I probably don't need going on, but I'm afraid if I end the wrong thing, I'll screw something up.
@DaniNouveau - exactly! Active memory is where your game is stored. If you have it chock full of everything you don't want - guess where the game goes?? Back and forth to the hard drive.
So - you remove things like printer/scanner utilities, cam utilities, etc.
Try CCleaner or other optimizers. If you need a list I can get you one - just pm me.

I know why the framerate is so shitty, you have the HQ shadows on. Turn them off and you'll run smooth again.
