Sure, the Condiment King is kind of silly, but he's the only one of the three shown in the episode to actually pull off a heist. Pack Rat just steals garbage and that House Mom one doesn't even do anything aside from poke Robin with a mop.

Even though Batman is just a human, he often defeated super powered being using his intelligence and resources. If you put Batman in a single room and make him unable to use most of his assets and pitting him against Spiderman (who has roughly the same IQ as Batman, and thus is highly unlikely to be manipulated by him), sure, Spidey is most likely to win in a physical battle. In other cases, under various circumstances, you can't be 100% sure who would win.
