The law should be animal welfare motivated. It should be about stopping abuse to animals, but I agree its usually more about the people than the animals which is the entire problem with the nature of the abuse. The regulation of animals needs to be taken into account and these people need to be registered as sex offenders. I feel this will be the only way to make the public aware of these aggressions towards animals and promote animal protection as more than just property
