The 45 mph limit is way way way too low when there is no direct obstruction. If there are real obstructions people do slow down. The problem is they set these construction zones when nothing is really going on. We have one near here where its a 6 lane urban highway area and posted at 40 mph (!). There is one 200 foot area where it is obstructed, but the rest is fine. People ignore it, and rightfully so. 55 was probably already too low for the original limit.
