What a lame argument: Sure the Aussies and the Brits and all your allies have the same field military actions as the US, for they only went to those actions if the US went for them. You can´t get an objective view of the other side of the river if you ask someone who is standing right next to you on the same side of the river.
His ideas of Leviathan and SysAdmin are just other words of Soft Power and Hard Power. Still I wonder if he got something new? He is a good salesman for sure!
Actually it was both the West(Nato the G7 etc.) and the East(Warsaw Pact the soviet bloc etc.) who both supported the nutjobs as a means of strengthening their respective camps. People just find it convenient to forget the fact that the Soviet Union existed and did bad things that also helped lead us to what we have today.
You should read Guns Germs and Steel. Jared Diamond suggests that much of the suppression of these areas (as horrible as it is and was) is more dictated by ancient history than our own misadventures.
What he does mention is a way to try to reverse this. You failed to mention that in your comment.
