A waterspout is a funnel cloud over water. It is a nonsupercell tornado over water, and brings the water upward. Also, it is weaker than most of its land counterparts.
Waterspouts are similar to tornadoes, but they form in a different manner. Generally, waterspouts are given the honor of being called a "tornado over water". But waterspouts are not truly given the name of a real tornado until they reach land.

@burningsunz correction: waterspouts (on water) & landspouts (on land) are non-supercell rotating columns of air and are capable of forming off the base of any cumulus cloud (localized storms) anywhere across the world. a tornado essentially forms off a supercell structured storm and is moving on land. a tornadic waterspout is a supercell tornado moving into a body of water, & unlike the weak-winds based waterspout, these tornadic ones are damaging given its initial formation stage.
That's why its good to be observant with the surroundings! Looks scary!

I think that's called a water sprout. I thought tornadoes are suppose to suck in anything that comes in contact with it then throws it from sky high.
