The milk won't help with the CS part of the spray, and water only makes CS worse. Depending on when that can was manufactured, it may be the stronger or the weaker version of that combo spray. The older cans had 1%CS and .13% CRC of Capsaicin in them. The newer version has 1.5% CS and .33 CRC Capsaicin in them. If you bought the can recently and it has a expiration date that around 2013 or so, its the new, stronger version.
