They said that would be only the release date for Japan, but Kojima says this will be a worldwide release, so I think the release date is the same for every continent (which is very diffucult to make, but if they said so)

True, but REX had better weapons. Compare the missiles from REX and RAY. The ones REX used in MGS 1 were a lot harder to dodge. Also, the armor on REX was better than RAY's. In MGS 2, you can damage RAY's legs and even it's CLOSED head with stinger missiles. REX's armor is perfect.
