You can tell this is that oil coming to the surface anew because it has coagulated areas and minor slicks or sheen that lead away from the clumps. The clumps are dispersant coagulated globs, like seaweed that forms clumps. This is old oil that has come up from below from the original broken pipe that was sprayed with dispersant, sank, and now has resurfaced. This is the future for the gulf for years to come.

The scientific test matched the oil samples collected to the oil in the deepwater horizon well.

This is the most covered up disaster in all the oil history of disasters on our coastline. Yet, millions of miles of African coastline have been destroyed without a word. People talk about tearing down our government. I don't. I talk about tearing down this corporation control. Destroy the corporate structure. It has imploded. Without any comment in this video, it tells us nothing. 10 minutes of boring video looking at an apparent slick of some kind. How about letting us know exactly when it was shot, how large this surface area is that is affected and any other pertinent information. I don't think this has served anyone well.

I remember growing up in history classes hearing about Americans fight for their rights. Do we need to be oppressed by another government in order for us to stand up? Actually no, I go up and out of my way to avoid BP gas stations. I'm not saying all oil companies, I said BP. I wouldn't purchase gasoline from BP at any cost. So no, it is not hypocrisy.
And honestly, with such deep, profound, and constructive comments like that, who needs to fight or stand up or try to better themselves and the world around them. Everyone would be a hypocrite in their own right.

As for aerial spraying, I believe the National Contingency Plan pre-authorizes companies such as the civilian "nonprofit" MSRC (with their own C-130s) to use dispersants on government-acknowledged oil slicks of sufficient size.
