Could it be that the 4th beast terrifying is an amalgamated beast as a compilation of all the world powers which make up that beast body as a one  world government with ten horns of leaders which give their power over to the Anti Christ, for one hour?

@carpenter0909 your on the right track, but the first 3 beast don't make up the 4th, but in the book of revelation(chapter 13 i think it was) you see that the beast of the sea was made of the 4 beast spoken of in this book, the beast of the sea had the feet of the bear, the body of a leapard, a mouth of a lion, and 10 horns but only 7 of them had crowns, it had other features too, like the fact it had seven heads
