John T. Smith is indeed the voice of the "Evil Scientist {BOO}". He did voices for Chuck Jones' cartoons from 1949 through '53; best known-of them were the gruff, loud-mouthed foreman in "Homeless Hare", the gravy-obsessed dog in "Chow Hound", and a character similar to the foreman in "Forward March Hare". Note how Carl Stalling makes the scene even funnier by underscoring a lethargic version of the "William Tell Overture"...
The voice of the scientist is done by Vincent Price. I was watching House on Haunted Hill and instantly recognized his voice as the scientist because he scared me as a kid.
i remember nearly choking on my own saliva when i first watched this as a kid , ..i laughed uncontrollably !! it's classic !! the slow, lethargic music , the slow motion chase and the scientist and bugs speaking as if they were on drugs !! which , they actually were !!l LMAO ;() !!

Thanks for pointing that out!
It's those kinds of subtle touches, that made the work of the "Golden Era" Warner animators so brilliant.
It's so sad that their work was butchered in the 70's. (This scene in particular.)
Three whole generations of kids grew up, never seeing the original, un-cut versions.
