Political maturity comes with time but dont be so much impatience. Dictators are more worse in any manner. Musharraf have killed Bugti and now every Second Balochi wants Independance . Secondly, after FSC they get to do so many courses that even PhD or css man will fail..if look at the average GDP from 1947 till now..on wikipedia, you will know that only during Generals' time our GDP was on top. The only country where Active Personals also run Housing schemes, Farms, Cinemas, Messes, Shopping malls and many other businesses.
