His take on the environment is the one that would be the most efficient. Instead of creating bureacracies and such, the polluting wouldn't be allowed because you don't have the right to pollute your neighbors air, water, land, etc. So because we all use pretty much the same air and water, companies wouldn't be allowed to pollute the way they do and would have to make sure to be cleaner.
