Use Low Kick, his leg has more reach so if you miss him, he's less prone to landing his punch.

Shao Kahn is VERY easy to beat. Just press low kick standing in the place when Kahn's comes close. Sometimes you must block because of his shoulder attack or his arrow projectile, but that's all.

I discovered that shit playing Genesis version in the mid 90's, but it works in SNES and Arcade too.

You must be at the corner for this trick to work. So he will charge, then in the corner you don´t go back. just uppercut him until death.

With Shang Tsung, at the half energy, i uppercut him then fire 3 skulls. Tasty...

@Thitavares I was getting ready to post that until I saw your post. You don't even need to be in the corner with Scorpion due to the speed of his spear. It's more reliable than standing high kicks I think.

I find he isn't too difficult. His moves are predictable and can be counteracted, unlike the one in this video.
