Yes, I believe the government should have the right to execute a person just as they can declare war, but I don;t think a citizen has the right to kill another innocent citizen. And yes there has been cases in the past where the innocent have been killed, but i think a murderer should still be executed but only executed with evident truth such as confession, DNA, survelliance, many witnesses and not executed by suspicion.
