In addition to a few people asking you for spare change, you'll find complete human derelicts like that one in the downtown of the big Canadian cities. They would be mostly crazy, alcoholics and drug addicts. That one probably had a cup beside him, in which he hoped people would throw dollars and quarters.

Yes they did, unfortunately Winnipeg was stupid, and all we have is a lousy bus system, hopefully LRT is in the future
