That is not a waterspout. That is an actual tornado over water. A waterspout, similar to a landspout, will have a translucent funnel and be broken off from the clouds. This is clearly the more severe type of funnel and can do a lot more damage than a typical Keys waterspout. I'd love to know what the conditions were when this was taken.
last time i was down there i saw one about this size and the coast guard will get in there boats and circle waterspouts to make sure none of the stupid people drive in them like they have before

i drove right past a waterspout when i was on may way to work in pensacola.fl though it wasn't near as imposing as that 1

Around July 1 07 I saw 2 waterspouts as I headed towards key west, but they were far off in the ocean.
