Bull. The Pint Size Slasher was a serial killer from before the war 200 years previous to "modern day". He definitely wouldn't be alive, unless he somehow became a ghoul or something. Admittedly, that would be pretty awesome to find a ghoul of him, but I'm pretty sure that you don't.

In any case, the hat and knife that this guy is using are gained through console commands most likely. The knife definitely so, but the hat could have been gained through Point Lookout.

yes those are scripted unique versions. That gives hint why bethesda made you have to enter a stimulation without your gear because those weapons are auto to equip on you. So just calm down and get point lookout. Plud there is no Pint sized slasher knifw in that so he is stuck with it

That's because they are scripted to be equiped until you finish the Tranquility Lane quest, that's because you use them in the quest.

It's part of the main quest. It's pretty hard to miss it. Just refer to the video description on how to get the costume anytime.
