Even from the days of the Ottoman empire, the area was given extensive autonomy and the Palestinians ran their own affairs.

Israel should pay the Palestinians $40K to move out of the West bank and Gaza and Israel proper to move to a new country. It is their option to take the money and move. Slowly they will leave. It will cause of civil war for the Palestinians but the longer that law exists and they have that option they will slowly leave. Then there will be peace for Israel finally.
