i posted this comment before, but i feel it bears repeating.
it doesn't shock me that bush doesn't know the definition off the top of his head. i don't know that any of us would. however, he wasn't ambushed walking down the street and asked to define a concept. he was attending a conference ON tribal sovereignty.
so either his "people" didn't do their job to prepare him for the question, or he forgot what they told him to say.
either way, he comes off as an idiot here.
