This works by way of the constant adaptation of your eyes. The large amount of rods and cones on your fovea centralis make the middle seem the same, while the lesser amount of these on the outside of your fovea can't detect the subtle changes and adjust to the dots, making them seem to disapear. Because they are now adjusted, when you look away your eyes have already adapted to the image. That means that your eye actually adjusts to MAJOR changes in only about 5-10 seconds!
