There hadn't been a beached whale in that area in as long as anyone could remember: That means there was no one who had any experience in disposing of a dead whale. They had dynamite available and assumed that 1000 lbs of it would disintegrate the whale, meaning enough explosives would leave no big chunks.

The authorities underestimated what was going to happen. They didn't let spectators stand right next to the blast site. 1/4 mile is about 1/3km away. The explosives were placed so that the chunks of the whale would fly towards to ocean. They overestimated the capabilities of the explosives. They thought it would almost vaporize the whale when all it did was create chunks of flesh. Unless they had done it before, there was no way of knowing what would happen until they tried it.
