He hath elevated/raised it, and He hath set the balance"". so it means the universe is raised and the all the celestial bodies are in balance not interfer each others path. in quran when god say heaven he means the universe. for example when he say we are expanding heaven, he taking about universe is expanding, or when he say heaven all were together and he clove them asunder, means the big bang theory of universe..

Chapter 9 is actually ''revealed'' as the 113th chapter and chapter 16 is actually ''revealed'' as the 70th chapter. Surah 9 is the final word of Allah concerning the Jews and Christians.
