Money makes better videos though, most people who get paid through adsense use the money for HD cameras, green screens, props for videos, etc. When people make partner you notice ahuge difference in the quality of there videos. That's the point of it.

you signed up for adsense then people buy adwords space which are the ads on your site.

The content of your site did not make the people who pay for the ads happy so if they don't want to pay to advertise on your site
