It goes "Whoaoaoaoaoao Hey" repeated and it sounds like a rock song. I know this narrows it down a lot :/
I have season's tickets to the Hitmen and it was Rollin' up until this year and I'm pretty sure the new one was used for the World Juniors but I can't for the life of me remember it but I don't think it's this one but it sounds the about the same

Sounds close to the Hitmen horn. Not sure about that song, I know recently it was Rollin by Limp Bizkit.
