By default, you control arrow movement by holding down the fire button to get the slow motion, then move the controller itself, because they're controlled by the SIXAXIS motion controls.

There's an option in the pause menu to change the controls from motion control to analog stick, so that you can move them using the analog sticks. I'd recommend doing that because the motion control is difficult to get used to.
