Did you never play the arcade game? This was in it, and it was also in the NES port made by Tengen, which was an offshoot of Atari Games, who developed the arcade game.

The NES version of Tetris did a good job porting this song and retaining its qualities/sounding good [unlike other arcade-NES ports of other games, like Konami w/ Gradius I]

BTW if you are wondering, I know the names of these songs because the are on the NES Tetris (The Tengen version) and you can select the music and it tells you the names of the songs.

Might it have something to do with Japanese translation? Sometimes they spell L with R and vice versa, example Victory reads Victoly in one of the Samurai Shodown games.
