Well, let me explain then. I am a mechanic for 25 years. I was working in quite a lot brands (Opel Performance Center, Quattro, and now AMG). Every time,when a tuned car gets out of the production line, it has to be tested on the dyno. And if you look on the dyno, you have RPM, and turbo spinning frequency. And that is never measured in RPM, but we measure frequency. 1 Hertz is 59,77 RPM. And turbo needs to get to working frequency and then starts to give boost. So, boost is produced at <41Hz.
