@DIJDP Yes, if I'm not mistaken, Technicians deal with the "execution of the pratical part" of a construction, while the Engineer work with the design of the structure, administration, and control of the employees working on the same construction.
@DIJDP Very much so, pocenha hit the nail on the head, and if you're looking into the career, you'll definatly want to pursue a degree in Engineering, rather than Engineering tech. (That is, if you are pursuing a good job in any market)

Just to clarify, I've always thought Civil Engineering Technicians are different from Civil Engineers. Is that true?
