The turbo never turns off the black smoke is because there is more air than fuel going into the engine and the turbo has not spooled enough to bring enough air in. Larger injectors, chips/programmers, modified or dual fuel pumps and lift pumps add the fuel. Thats why there is black smoke it is unburned fuel.

@FlyinRaptorJesus Your logic is actually pretty good guess but the 2005 and 2006's still had the DC refresh body style and the 24V 5.9. The 2007's phased in the 6.7. While it wasn't considered a 2007.5 by Dodge (as far as I'm aware anyway), they just crept in as the later models were shipped and people called them 2007.5's. I'm going to say it's a 5.9 because the 6.7 doesn't really smoke a lot with all of its emissions hardware, even heavily modded.
