A lot of PSX games have that - a duration of silence, what for, I don't know why. I'm sticking to my theory of the victory BGM and others being produced by the actual PSX software itself, so my guess is unless you have something that replicates it, it's tough trying to get a hold of it.

Ranmaru, for some odd reason I cant find the select or victory BGM's but I did find a hidden track that was never played in the game. I'll post it up in a day a two. It may sound familiar to someone but Ive never heard the BGM in the game before.

It's the only logical thing I can think of, as the NTSC victory music is very fast, while the PAL one sounds calmer, the slow pace ruins it I find - this is because, for some reason, PAL is generally slower than NTSC on games, usually be a second or half. It was very noted with PSX games, and I don't know if it's still around with the likes of Xbox 360s and what-not, and even PS2s.

Hehe, you NTSC guys are lucky; those tracks are apparently generated by the PSX, or so I assume, so the PAL versions are very slow, nowhere near as fast-paced! Luckily the in-game music is different so all these tracks went by untouched in the PAL release.
