If you run a blog, you should be using nofollow for comments, since you cant always catch the poor quality sites they may link to, and THAT can hurt your rankings.
I think you completely avoided the intent of the question. For example, every external link on wikipedia is nofollow. It's up to Google's to decide whether or not to "obey" the nofollow tag.

@JohnTarrJr you're right, he did and when wikipedia changed all the editor selected links to no-follow it brought down some good sites in the rankings and pushed up -- duh -- wikipedia. I think it was an insult to their editors' selections. I changed all wikipedia links (through out 1,000s of page) to no-follow.

Wikipedia is quite an unreliable source of information because anyone could just modify it. False information can be easily posted.
