That is CB for 100% sure.
It is common for CBers to illegally modify their radios for more power and often this is done incorrectly causing interference.
Interference from CBers is the single biggest cause of complaints to the FCC regarding radio transmitters.
CBers in their selfishness don't give a rats ass who's radio or TV show that they interrupt.

@OH2FFY Probably is. I've had interference on poorly shielded speakes at the legal 4 watts too though.
