The Ecomobiles and Monotracers, ( E-tracer is the electric version) in the US are all registered as "Motorcycles". Occasionally curious police inquire about the helmet. The response: Pointing to a DOT engraving in the windscreen, Why officer I am wearing a DOT approved steel reinforced Kevlar helmet, and also using my seat belts. The shell of the bike "is" the helmet. I have ridden in these wonderful machines, great visibility and comfort.
X-Tracer Team Switzerland's E-Tracer No. 79 is actually considered a car by X-Tracer standards but I really think it should be considered a motorcycle. The 2 extra wheels seem to be used for stability only at very low speeds and when at higher speeds the E-Tracer is on 2 wheels which would make it act and respond as a motorcycle would.
I am pretty sure many countries would also have you get a motorcycle license before you are allowed to drive it.
