There is a divider in the highway. Most likely if there are kids on the other side of that, that bus, or another probably drops them off on that side. Please have another look. Kids are not crossing that road. They are exiting the bus and to the right. The drivers behind the stop arm should be stopping.

If a cop ride in a bus and runs after you to pull you over to get your DL in order to ticket you i guess he/she can do that. However i do not see that happening. Nobody should have to stop there because it's too big a highway for kids to cross anyways. On a 2 lane rd yes but if it's not logical beyond any reasonable doubt that law should be ruled invalid for this particular situation.
The applicable statute is Vehicle Code section 22454, and is applicable ONLY if the school bus has both red lights flashing and a sign activated. If the school bus is stopped to load or unload schoolchildren and has its lights flashing and stop sign out, vehicles on the same side must stop. Vehicles on the opposite side must also stop unless it is a divided highway (one with barriers or open space between two roadways) or a multiple lane highway (two or more lanes of travel in both directions).
Violation of this law will get you a $300 ticket.
The law is in force primarily for Safety Reasons. If you had a child who rode a school bus and were aware of the potential dangers of vehicles passing by while loadng and unloading I'm sure you would see this law differently.
BTW, the school bus driver can note the license plate of a person violating the law, report him to the police, and have a ticket issued later, so the guy who passed you might be getting an unwelcome letter.

I have had an instance where a car went past my stop arm, and then pulled in front of me and turned right into the driveway of the business, where the kids who had just gotten off the bus were now walking. For example, this looks like a special ed bus (short bus and the reds weren't on that long, meaning only one kid got off), in which case, the driver's dropping a special ed student at his/her HOME. Some people live on busy throughfares like this one. As soon as the reds started flashing, ALL vehicles behind the bus should have stopped.

If their homework flies out of their hand and they go running into the road to get it, and you go blowing past the red flashing lights and stop arm and kill that kid....then what will you have to say??!!
