It's probably in Octal, then, to be decrypted with a computer. You know computers operate in binary (zero and one)? If you put three "bits" together, you get eight possible combinations - 0-7. Using octal would therefore make it easier for a computer to decode the message.
@LCduT maybe because семь/"syem"(7) and восемь/"vosyem("8) are hard to distinguish over a scratchy recording. also, дебять"dyevyat"(9) and десять"dyesyat" (10) can also be confused
Some other guy was trying to convince me another Russian station I recorded was Polish (with different numbers from the Russian). If it's confusing for us I'd love to hear about a spy getting confused.

True, What we'll hear actually from Cuba will have such poor sound quality we can tell it's old and/or reused tape (WOW and flutter.) It's even been heard rewinding and repeating! What comes from Warrenton VA or Patrick AFB in FL, still in Spanish, is a little more professional.
Good find! I picked up the Lincoln Shire Poacher once (sorry if the spelling is wrong) here in Australia on a cheap Realistic radio with an improvised antenna. The Cold War might be over, but these things are still pumping out numbers.
The allegedly Russian stations (e.g. E6, S6, XPA, X6) are blooming powerful. If you catch one in Europe you will get almost 100% copy even without an extension antenna.

@LCduT It could be binary converted into base 8. 0-7 will encode 3 bits exactly, and it is then easy to convert from binary to octal and back.
