Yes, very distinctive accent, a bit like ancient french; it's considered a "cool" and "charming"/"cute" accent from a french point of view, as opposed say to a french belgian accent, which is "funny" (stereotypical belgians are to french what stereotypical "canucks" are to americans).

Of course, to canadians, the weird accent is the french one....

They are Canadian Forces. and the missile did not fail. it has a two stage trigger that needs to be held down while the missile is in flight. if the trigger is released the missile dives down and deactivates the bomb. for safety reasons obviously. you will hear two clicks. one is the trigger being pressed the other one is the release. then the missile dives down. the video was shot on a Canadian range. not in Afghanistan.
