Humphrey needed to grow a pair (or, at least, wrench the ones he had out of LBJ's vice-like grip). Johnson had withdrawn from the primary because he knew his candidacy would tear the party apart. Humphrey should have had the guts to tell him, as a loyal, trusted political ally, that failing to change the official policy on the war would have just as harmful an effect. In risking loss of the nomination, he would have shown himself a real leader.
